Announcements Regarding New Title IX Regulations

February 11, 2025

On January 9, 2025 a federal court ruling has rescinded the Department of Education’s Office for Civil Rights 2024 Title IX Regulations. As a result, all colleges and universities are subject to the 2020 Title IX Regulations and accompanying university policy, as they existed prior to the adoption of the new regulations on August 1, 2024. Title IX is a federal law that prohibits discrimination on the basis of sex in any education program or activity that receives federal funding.

Some important points to keep in mind as we rescind the 2024 policies and fully reinstate the 2020 Title IX Sexual Harassment Policy include:

  • The grievance process for cases of sexual misconduct, sexual harassment, pregnancy discrimination and gender discrimination, along with other forms of sex discrimination, will be conducted using the university’s Title IX Sexual Harassment Policy under the 2020 Title IX Regulations.
  • All university employees are required to report matters of sex discrimination, including sexual misconduct and sexual harassment to the Title IX Coordinator. The only exceptions to this requirement are employees in the designated confidential offices of Health Services and Counseling & Prevention Services.

The court’s full decision can be found online.

The accompanying Dear Colleague Letter can be found online.

Monmouth will continue to utilize additional existing policies for sex discrimination and sexual misconduct which are outside of the scope of the Title IX Sexual Harassment Policy which may include:
