FERPA – Family Educational Rights and Privacy Act of 1974

The Family Educational Rights and Privacy Act of 1974, commonly known as FERPA, is a federal law that protects the privacy of student education records. Employees with access to student records are required to complete the online training module which can be found in eCampus.  Educational institutions, such as Monmouth University, that receive funds under programs administered by the U.S. Secretary of Education are bound by FERPA regulations. A few key components of the law include college students must have access to inspect their own education records;  once a student begins attending a University, the rights transfer from the parents having the right to inspect and review student records to the college student themselves. Education records can exist in any medium and often include such personal identifiers as social security number, date of birth and gender as well as academic information. Employees need to complete this training requirement upon hire and complete a refresher every three (3) years.

Code of Ethics

Monmouth University, as an educational institution and learning community, is based upon certain core values, including responsible citizenship, integrity, honor, accountability, mutual respect, leadership and service. These and other core values are fundamental to the University community and the ethical standards of the University and its members. These values, as well as those set forth in the Monmouth University Human Relations Philosophy and Policy Statement, form the basis of this Code of Ethics. It is the responsibility of each individual to protect and support the University, its community members and its mission as a learning community. Employees need to complete this training requirement upon hire and complete a refresher every three (3) years.

New Administrator Training

This orientation is held three times a year as an introduction for all new administrators to familiarize themselves with various University policies and procedures.  The orientation is a requirement.  Facilitators are Robyn Salvo, Director of Human Resources, Charlene Diana, Associate General Counsel and Nina Anderson, Director of Diversity, Equity and Inclusion.  Topics covered include but not limited to hiring and search procedures, performance appraisal system guidelines, time and attendance policies, ADA policy, conflict of interest and code of ethics.  View the schedule and agenda for new administrators orientation. Our next session will be held via Zoom on Wednesday, February 8, 2023. An Outlook meeting invitation will be sent to Administrators who have been recently assigned this training, or for those that still need to participate in this training.

Gramm Leach Bliley Act – GLBA

Gramm Leach Bliley Act, the federal law signed in 1999 commonly referred to as GLBA regulates the security and confidentiality of customer information collected or maintained by or on behalf of financial institutions.  Because Monmouth University is classified as a financial institution under the GLBA by virtue of processing or servicing student loans, or offering other financial products or services, the law requires financial institutions to develop, implement, and maintain administrative, technical, and physical safeguards to protect the security, integrity, and confidentiality of customers, or in our case, students’ information. It is Monmouth University’s desire to ensure that all employees who may have access to student and/or parent financial and personal information complete this training course to ensure that we are protecting the privacy of student and/or parent records.

 HIPAA – Health Insurance Portability and Accountability Act

Monmouth University seeks to comply with several federal laws that govern the use and disclosure of employee health information.  Under the Health Insurance Portability and Accountability Act, more commonly referred to as HIPAA, the University wishes to provide a clear understanding of the HIPAA regulation and how it affects both employees and the University. It is the University’s desire to ensure that required staff and administrators complete the HIPAA training module in eCampus to ensure awareness of the privacy and security components of the HIPAA regulation.  For additional information, visit the US Department of Health and Human Services site to review the summary of the HIPAA Privacy Rule or the HIPAA Security Rule

Discrimination and Harassment Training

Monmouth University is committed to providing a safe and healthy learning, working and living environment that is free from violence and unlawful discrimination and harassment. As part of that commitment, Monmouth requires that you complete the following online training programs designed to help employees and supervisors better understand and comply with the University Policies and Procedures against sexual harassment and discrimination, sexual violence as well as identifying sexual misconduct. These courses are designed to comply with the federal mandates of Campus Save Act, VAWA and Title IX, as well as applicable state and local laws. Before you begin these trainings please review the University’s Policies and Procedures for reporting any incidents of discrimination and harassment as well as sexual misconduct. The Office of Compliance

The Office of Compliance has responsibility for planning, developing and coordinating the safety components of personnel, materials, equipment and environments to achieve safety effectiveness for the University on issues related to OSHA, DEP and EPA and other regulatory agencies.
